Add the beef mince to the pan and cook for 5-6 minutes or until browned. 8. Add the smoked paprika, ground cumin, ground coriander, dried oregano, and cayenne pepper to the pan. Stir to combine. 9. Add the tomato paste, chopped capsicum, and chopped tomatoes to the pan. Stir to combine. 10. Season with salt and pepper to taste. 11. In a small saucepan, bring the water to a boil. 12. Add the basmati rice to the boiling water and reduce the heat to low. Cover and simmer for 10-12 minutes or until the water has been absorbed. 13. Remove the pan from heat and let it sit for 5 minutes. 14. Fluff the rice with a fork and season with salt and pepper to taste. 15. Transfer the beef mixture to a baking dish. 16. Bake in the preheated oven for 10-12 minutes or until the top is golden brown. 17. Serve the beef with the cooked basmati rice and a dollop of sour cream.
